Letter to the Editor - Johnson St. Bridge

April 22, 2009

As Victoria City Council looks at investing $30 million on the Johnson Street Bridge, what are some of the questions that should be explored?

Quite apart from the important aesthetics of design, we need to keep in mind that the harbour is an important part of our region’s economy. We need to ensure that whatever design is chosen, that retaining access to the shipyards throughout is a part of the plan.

The design options under consideration are all moveable bridges, with segments that swing or lift to allow for ship passage. Has the option of a fixed bridge with a raised span been fully explored? Perhaps there are savings associated with constructing a fixed span with changes made to the abutments on either side of the bridge.

Many people in our community wish to see the return of the E&N as a commuter rail service. The railway affects the bridge design. Is it necessary to have the rail extend to the downtown or can commuters be sufficiently served with a terminal in Vic West and well-planned bus connections to downtown? Building the bridge to accommodate rail needs a strong business case, including a concrete commitment from senior governments to the rail’s revitalization.

How will the disruption in traffic flow be accommodated during construction? Does the Bay Street Bridge need any refurbishment in order to be able to handle the increased load before work begins on Johnson Street?

I’m sure Council will be able to examine all of these questions during their deliberations.
